REQUEST FOR PROPOSAL
Greetings interested bidders,
Thank you for your interest in the Workforce Center Operator solicitation. I hope you and your families and employees are safe and enduring well during this unprecedented time. As you are keenly aware, the coronavirus pandemic has disrupted the workforce system like never before. Every day we are navigating new challenges, opportunities, and uncertainties in new legislation, old regulations, and future demands. Above all is the need to return to a healthy community for which we can rebuild a thriving economy.
Workforce Solutions Borderplex is a high-performing organization and we were well positioned to immediately pivot and maintain 100% of our services when the time came in our community to shelter-in-place. Our staff and partners have been working without interruption to answer questions, host virtual events, develop new projects, and usher our clients into a new and unknown world.
WSB had prepared and released the procurement for Workforce Center Operator on Monday, March 2. Although the coronavirus crisis was looming, the magnitude of the disruption caught us by surprise. Since then we have contemplated keeping the procurement and extending the deadline to allow for potential bidders enough time to formulate a competitive proposal. However, at this time, due to the continually changing environment, we have decided to cancel this proposal. We believe the original solicitation, as innovatively challenging as it seemed at the time of posting, appears to be already outdated given the expectation of an effective workforce delivery system for the future.
WSB is consulting with state officials on the available options for us to proceed in compliance with the WIOA regulation which requires us to procure for this service every five years. Upon guidance from TWC, we will update this page and send a notice to all companies on our bidders list.
