Workforce Solutions Borderplex, the non-profit organization dedicated to employment, education and economic development, announced the appointment of Ms. Carmen Perez and Mr. Troy Markusson to the Board of Directors.

Troy Markusson is a Senior Director for Service and Operations for ADP. In this current role, he is responsible for the North America Managed Services organization which processes payrolls for some of the largest Multi-National Corporations. In addition to this role, Mr. Markusson is a site leader for the El Paso location. Since joining ADP, Mr. Markusson has held numerous roles in the service organization. Mr. Markusson has been responsible for building the Americas Application Support Team from a team of 20 in Canada, US, and Mexico to a team of over 100 and opened operations in Brazil, Argentina, and India. He has also been responsible for building the Americas Project Services organization to an organization that drives annually over $1M of project revenue for the organization. In all roles, Mr. Markusson has improved the quality and efficiencies in the operations, as well as driven standardization around the globe. Prior to ADP, Mr. Markusson spent ten years implementing SAP payroll systems as a consultant with BearingPoint and Deloitte. He worked with large organizations including Fortune 500 companies, higher education, and state governments in bringing standardization and the SAP product to their establishments. Mr. Markusson holds a Bachelors of Business Administration degree in Accounting from the University of Regina, Canada.
Carmen Perez is Managing Partner at Delgado Acosta Spencer Linebarger & Perez, LLP where she is also a member of the firm’s Management Committee where she directs the overall firm’s operations and policies. Ms. Perez is a graduate of Southern Methodist University School of Law and the University of Texas at El Paso. After law school, she was a briefing attorney for the Honorable Justice Susan Larsen of the Texas Eighth District Court of Appeals. She worked for the Consumer Protection Division of the Texas Attorney General’s Office and for the El Paso County Attorney’s Office prior to joining Linebarger Goggan in 1995. Ms. Perez served on the Board of Directors of the State Bar of Texas as a minority director from 2004 to 2007. In June 2005, she received a prestigious Presidential Citation for her service on the Board. Ms. Perez was a member of the Section of Litigation for the American Bar Association and was a member of the Children’s Rights Litigation Working Group from 2002-2008 where she worked on issues related to child welfare cases. The Mexican American Bar Association honored Ms. Perez in 2001 as the Member of the Year and in 2016 she was the recipient of MABA’s "Investing in Our Community’s Future” award. She is also a member of the West Texas Chapter of the Texas Association of Assessing Officers, formerly the chapter president of the organization.
